AccessWV is a health plan created by West Virginia statute as part of Governor Joe Manchin's assistance for West Virginians who have been unable to find or who have been denied health insurance in the private market because of a medical condition. The James “Tiger” Morton Catastrophic Illness Commission
The James “Tiger” Morton Catastrophic Illness Commission has provided economic assistance to individuals facing catastrophic illness as required by West Virginia Code §16-5Q. Catastrophic illness means that there is imminent risk of death if assistance is not immediately offered. If the individual has reached the acute phase of a catastrophic illness and has exhausted all other means of assistance, then the fund provides, if funding is available, economic assistance.

Monroe Health Center
West Virginia Prepaid Clinic Services Program is a pilot project initiated by Governor Joe Manchin, III that provides primary services for a low, fixed monthly fee. The Monroe Health Center is one of the three pilot sites. The mission of Monroe Health Center is to increase access to comprehensive primary, preventative, public health services, eliminate health disparities, and to improve the healthcare status of underserved and vulnerable populations. They have established wellness centers have in every school in the counties they serve thus allowing children and staff to be seen by a licensed healthcare professional every day school is in session.

New River Health Association
West Virginia Prepaid Clinic Services Program is a pilot project initiated by Governor Joe Manchin, III that provides primary services for a low, fixed monthly fee. TheNew River Health Association is one of the three pilot sites for Governor Manchin's pre-paid clinic services plan. Founded in 1978, NRHA is a non-profit, community-owned health care organization started by Fayette County citizens to provide family health care services for their community. They are continually striving to improve and expand their services to meet the growing needs of the community and offer a wide range of health care programs.

West Virginia Small Business Plan
The West Virginia Small Business Plan is working to achieve the goal of more affordable health insurance because it is a partnership among; private sector insurance companies, state government through the West Virginia Public Employees Insurance Agency (PEIA), and physicians and other health care providers. Because of this partnership, health insurance premium rates for qualified small companies are significantly lower.
Each partner plays a significant role in making the West Virginia Small Business Plan work. Insurance companies offering coverage under the Small Business Plan must provide choices that are substantially similar to standard commercially available insurance. This makes it easy to compare rates with, versus without, buying under the Small Business Plan. Each participating carrier designs and manages its own coverage options. These may not be identical across carriers even though all options are under the Small Business Plan.
